Continously retries failed upload over and over again

This is with the latest version as of this post. I recall one of the changes that was supposedly made in this latest version is it will stop retrying failed uploads after 3 failures, however this is not occurring. I have a 120 MB video it is having trouble uploading via the camera upload feature for some reason, and no matter how many times it fails on its own, or how many times i tell it to cancel the upload, it continuously retries.
