[pypi] enable 2FA, move off of group account

What happened?

PyPI supports organizations. We should create one for hail (maybe hail-is) and add all the core devs to it. Only a handful of us should be “owner”. All of us should enable 2FA. We should delete the shared Hail account.

PyPI is drowning in requests and will get to us "eventually".

We now use an API token linked to hailgenetics instead of password auth.

In order to do the org request, Daniel set up 2FA. There's no way to set up 2FA. There are recovery codes in the "usual place". No one besides Daniel can currently log into hailgenetics PyPI account as a result (other than using recovery codes).
