Use GCP IAM UIDs as user identifiers in Hail Batch instead of emails

What happened?

The Auth service in GCP uses a user's google email as their unique identifier (login_id). This is a suboptimal form of user identification because emails can change or be reassigned. The auth service should instead (or additionally) store the user's unique GCP IAM ID to identify users.
