de-ch looks wrong on quotation-marks.org

When visiting https://quotation-marks.org/ using current Chrome or FF on OS X, I see strange quotation marks for de-ch - namely „de-ch». Not sure, if this is just an issue within the documentation or if this also happens in real world, since I am not an active user of the project.

It actually is. This problem occurs when all languages are used only. This might require some refactoring.
