Use file names instead of fort units and use NetCDF format input and output for HAFS VI related procedures

Description

Provide a clear and concise description of the requested feature/capability. Further improve and modernize HAFS vortex initialization (VI) related Fortran source code by switching to use file names (instead of fort units) and use NetCDF format (instead of binary format) for input and output files (when appropriate).
