Improve HAFS scripts to use production utilities used for error handling (err_chk, err_exit)

Description

Provide a clear and concise description of the requested feature/capability. From NCO SPA: Improve HAFS scripts to use production utilities used for error handling (err_chk, err_exit) at next upgrade, as the WCOSS Implementation doc, page 7 and 8.

Currently, in the HAFS v1.0 packages, the err_chk and err_exit production utilities are only used in

• scripts/exhwrf_nawips.sh
• ush/hwrf_gempak.sh
• ush/hwrf_gempak_meta_grid.sh
• ush/hwrf_gempak_meta_nest.sh
