Happens on a fresh install. Without NOLF1-Modernizer installed, this is not an issue.

Update: installing the NOLF_MultilingualGUI patch found inside this mod pack fixed the issue: https://www.moddb.com/downloads/no-one-lives-forever-nolf-pack- multilingual-gui-widescreen-modernizer

The modernizer has to be enabled manually by opening the game's launcher, then going to Advanced > Customize, selecting MODERNIZER.REZ, clicking "Add >" to move it to the right size, clicking "Always load these rez files", and clicking "OK".
