Function vs. enclosing environment

In Section 7.4.2 the function environment is defined, however, in Section 10 you reference the enclosing environment exclusively which I think is the function environment? I found the material on environments quite challenging so, if I am correct, I would have found a more consistent use of the environment names very helpful or a note on the name change.
