Insufficent ram

Whenever im processing a video it gets to something like 80% then suddenly stops and says it ran out of allocated ram. I have 16 gigs of ram and turned everything memory consuming off yet it persists. I even opened task manager and saw that it had atleast 2 more gigs of ram it could use
