Update Project Profile: Civic Tech Jobs - Add Jason Shi

Overview
We need to keep project information up to date so that visitors to the website can find accurate information.
Action Items
- [ ] In your IDE, open the
_projects/civic-tech-jobs.mdfile. - [ ] Observe the existing syntax of the front matter block [^1] in the file.
- [ ] Find the
leadershipvariable and add the following after the Senior Product Manager role:

Blocker: Can't open a pull request getting a message "This commit does not belong to any branch on this repository, and may belong to a fork outside of the repository." need time to work on that
@MohamedTwahir It looks like you had a question on this issue and it's not specific to this issue but to your development environment. Is there a reason why you unassigned yourself from this issue instead of getting help to resolve it?

@nadiaspn0503 The only issue I had was my development environment and I didn't want to lag behind on it as I work on resetting my development environment yet someone else maybe could have worked on it. I have not experienced any other issue so far. Thank you:)
