Updates to CONTRIBUTING.md to reflect changes in the Project Board and Skills Issue

Overview

We need to update CONTRIBUTING.md to reflect changes in the Project Board and Skills Issue

Action Items

• [ ] Review CONTRIBUTING.md for sections that contain links to the old Project Board or that are either in conflict with or are redundant with instructions in the new Skills Issue. Consider using hyperlinks in either document to reduce redundancy. List proposed changes below, then put this issue in "Questions/In Review" with "ready for dev lead" label.
• [ ] For changes in CONTRIBUTING.md that have been approved by dev lead:
  • [ ] Create an issue using the template
  • [ ] Replace the section link with a link to the new issue
  • [ ] Specify the required change(s)
  • [ ] In the Resources/Instructions section, add the following:

   This issue resulted from #7236

• [ ] When all issues have been created, move this issue to Questions/In Review column and add the label ready for merge team

Please don't forget to add the proper labels to this issue. Currently, the labels for the following are missing:

• Complexity, Role, Feature, Size

NOTE: Please ignore this comment if you do not have 'write' access to this directory.

To add a label, take a look at Github's documentation here.

Also, don't forget to remove the "missing labels" afterwards. To remove a label, the process is similar to adding a label, but you select a currently added label to remove it.

After the proper labels are added, the merge team will review the issue and add a "Ready for Prioritization" label once it is ready for prioritization.

@ExperimentsInHonesty I don't believe that CONTRIBUTING.md contains any more references to the old Project Board, so I could remove that part of the requirements. But I thought perhaps we should have someone examine CONTRIBUTING for conflicts and duplication with the Skills issue. How concerned should we be able duplicate instructions in CONTRIBUTING and in the Skills Issue?
