Dev: Fix all date formats on Archived Projects page

Overview

We need to make the Archived Projects page date format use YYYY-MM-DD to conform to ISO date standard.

Details

The following columns need to have their date format changed from MM/DD/YYYY to YYYY-MM-DD and the date column headers centered on wrap

• Created On
• Last Saved
• Archive Date

Action Items

• [ ] Assign yourself to the development issue.
• [ ] Move the development issue from the Prioritized Backlog to In Progress.
• [ ] Implement the code change - be sure to use the date formatting function used by other components..
• [ ] Create a PR, if applicable.
• [ ] Create a new slide (or edit one if it already exists) in staging and add the before and after images
• [ ] Once the PR has been approved, use it to close this issue. If there is no PR is associated with this issue, close this issue after lead signoff.
