Text message confirmations only work if requestor does not put in an email

Requesters only get SMS notifications after requesting an item if they do not provide an email address. Is this the behavior we want?

Operating Systems: MacOS 10.13 and Android 8.1.0 & MacOS 10.11 and iPhone 10.2
