Add SWITRS traffic citation data

Overview

California makes available traffic citation data as a part of the Statewide Integrated Traffic Records System. It would be trivial for us to apply the same toolset to this dataset. These can either appear with parking citations or on another tab as a new feature.

• [ ] Create functional local version with local db
• [ ] Upload data to EC2 db

If you are able to give any closing comments related to why this issue stopped being worked on or if there are any other notes that never got added to the issue. We would appreciate it.
