Display neighborhood council to the organization edit form

Overview

We need to display the Neighborhood Council field in the Organization Edit Form so that users can see which council an organization belongs to.

Details

• Add a new field for Neighborhood Council in the Organization Detail Form
• Display it in the same section as other location related details (Address)
• If Neighborhood Council value is missing, leave blank

Action Items

• [ ] Check to see if the stakeholder object includes the neighborhood council name. If not, we need to add additional steps to this issue to get that information from the db.
• [x] Otherwise, display the neighborhood council name as text where the Tag control currently is, and move the Tag control to the right.
