Add Thunderclient reqeusts to test Neighborhood endpoints

  • [ ] Add endpoints
  • [ ] Exercise using Thunderclient requests to verify that endpoints work.
  • [ ] For endpoints that require authorization or other special consideration, add documentation to Thunderclient request indicating the requirements.

@entrotech I am unclear as to how this is related to the other issues re: ThunderClient, but I am marking this as approved and moving it to In Progress.
