Make cosmetic changes to Static Pages. Based on Design Issues #1284, #1285, #1286, #1315.

Action Items

• [ ] Change font sizes, colors to those specified in the Figma
• [ ] Change icon above sections to gray instead of blue
• [ ] Limit text width to max width of 630 pixels
• [ ] Change CTA buttons on static pages to Blue background for normal state, dark blue for hover state.
• [ ] Change background colors of boxes to colors shown in figma file
