EA: Research across states whether need letter for expungement

The research team will do a State by State analysis of expungement processes to see which states use letters and which ones don’t to know what the market is.

@Thomas-Pietruszewski Thanks for sharing these docs! Is there a version of the 'Incarceration Stats' excel sheet on the Google Drive already? I'm happy to help with the state-by-state research, but I don't want to duplicate states that are already done.

@Thomas-Pietruszewski we will need to format this documents in accordance with style and communication guide. We can discuss it on Friday. Meanwhile, can you write One-Page document that outline goal of this research, tasks completed, short summary of outcomes/findings in relation to marketing, branding, and any next steps.
Based on the outcomes of this research, a letter to the judge is only required in CA in relation to marijuana convictions (Prop 64). The letter could accompany the expungement petition in all states but is not required. We also know that pardons require a similar letter. Should we reference this issue somewhere? Extend research on pardons? (doesn't have to do it know, but create issue and put it in Backlog), or look for any other circumstances when the letter to the judge is needed? @jbsteinhardt @Ndoyle118 @thomasdemoner @jamiesiu @SamHyler

I would say that would depend on the scope of the product and what we're targeting. Are pardons part of props 64 or 47? It would be important to know what exactly is included however for the Content side.
I have reviewed this issue with Bonnie. Here is her feedback for the next steps of research:
To craft a message we can send to public defenders on LinkedIn maybe can do a public poll on LinkedIn. Possibly find in public defender groups, etc. Or Facebook group for public defenders LA, or office of a public defender. We can also do the same for NY or other cities to compare. Essentially, online space where national public defenders connect with each other.
We want to know if it is common in your public defender offices to ask for declaration letters with expungement petitions (% like 10% 20%)? how often do defenders ask public defenders to help with declaration letters? What % of case use it? time do you ask your clients to provide a declaration letter?
