COMPLETE THIS ISSUE after the other glossary issues are done

There was a glossary issue (https://github.com/hackforla/expunge-assist/issues/409) a year or so ago to create a glossary of terms and definitions for the website to make it easier for users to understand difficult legal language. Now we are discussing how to create tool tips to implement this glossary.

We will need a list of words and definitions from content.

Gotcha @sydneywalcoff . We have to get through the glossary issue first. There has been some progress but it's low prio/after launch prep 1. If you want to build out anything now, go ahead with the idea that it would be for any legal terms or complicated terms that may need definitions.

So this would be the last issue after the other glossary issues, to create the list (and anything needed) for dev handover. .. as I understand it?
