Feature Request - Default "continuous hours" value per jurisdiction

As someone who creates locations that use continuous hours, the overwhelming majority have identical hours within each jurisdiction. It would be beneficial to have the "continuous hours" on a location be defaulted to a value specified at jurisdiction level.

This would require changes in AdminUI, the backend/API, and the database.

Issue relates to v1 of the project. Currently not pursuing this format of the product.
