Edit locations bug while adding multiple locations with "hours"

[aNullValue]

1. Edit a jurisdiction
2. Add a new location
3. Set that location to schedule_type "hours"
4. Add hours for that location
5. Finish editing that location
6. Click Save Progress
7. Add another location
8. Set that location to schedule_type "hours"
9. Open the form to add hours for that location and observe that there are already hours listed (incorrectly)

Issue relates to v1 of the project. Currently not pursuing this format of the product.
