add a "duplicate location" button

Overview

In cases where a single location is falls in multiple categories (drop-box, early-voting, drop-off without a drop-box), each use of that location will be listed as a separate location record in the database. Since those records will share certain data (e.g. name and address), we should have a "duplicate location" button so that users can copy the location to a new record that's already populated with the shared data.

Issue relates to v1 of the project. Currently not pursuing this format of the product.
