Location rules

Overview

The mockups call for location-specific rules in the location details section.

Our current Georgia data doesn't include rules in the location object (at least in the ones I've seen), so we need to figure out what to do with this feature.

Action Items

• [ ] Figure out what rules apply in Georgia -- and are they location-specific, jurisdiction-specific, statewide?
• [ ] Add rules to UI
