Add note taking pop up in Coordinator Dashboard

Overview

We need the coordinators to be able to write/save notes about the applicant or the progress. So that they can use the notes for any kind of information that is not already covered by the MVP design of the system

• [ ] Test with mock data
• [ ] Go to https://github.com/hackforla/HomeUniteUs/issues/519, move it to UAT column and add a ready for product label
