Implement Guest Dashboard Components

Overview

We can start development on the guest dashboard so I thought it would help to break it down into separate smaller components we could tackle all at once. In the image below I drew boxes around what I believe to be the main components that make up the UI. This includes the outer page layout consisting of the header and sidebar, the two column inner layout of the main panel and it's headers, expanding tasks list, the subtasks inside, and the coordinator contact. Something we have to keep in mind for these components especially is reusability since they will be used in the host dashboard as well. Let me know if you think this component breakdown makes sense.

Outer layout

The outer layout consists of the nav bar, side nav, and main panel Issue: #567

Inner layout
