Display Neighborhood Council name when hovering over map so users know what they are clicking on

Overview

To improve user experience, it may help to display the name of the Neighborhood Council (NC) when hovering over on the map.

For example, there should be some indication that the following NC being hovered over is 'Encino' but there isn't:

thx @ryanfchase for responding, actually I tried joining slack channel of ##Engineering Community, but whenever I try to join slack channel by pressing "JOIN SLACK CHANNEL" my slack pages says "doesn’t have an account on this workspace."
