Make mechanism of moving users to the beta feature, but it's not active yet, except for development and cosmin

Make a check in /~/[id] page that renders a different page depending on whether the user should be in the beta testing group. for now the ratio is 1/10 users, but the module needs to be -1, so it shouldn't move anyone yet, except for [email protected] and [email protected](aka me) fixes #2412
