[Donations] Adding donation tiers

Im writing this to develop an idea to add donation tiers as an opt-in feature for organizations. The core functionality would include:
- Customizable tiers, each with a small description and set monthly price
- Clear UI for organizers to see who is donating by tier
Open Collective offers an interesting model for how this looks and could be done.
This would ideally increase donations across the board. Also, a few organization's on HCB want the ability to have Member tiers, where specific sets of donors get added to exclusive newsletters or are invited to specific events. This could be the start of offering that sort of structure.
Another question on this, are these tax deductible donations? I think it depends a bit on how we implement them but that is something to consider if a standard use case is organizations providing services for these tiers.
They'd still be tax deductible as long as they don't receive goods in return, we could probably add a flag on each tier related to goods
If they receive exclusive access to events or newsletters would that be tax deductible? If those events have free goods, like merch or food/drink, does that change anything?
