[Project Management] Revamp of our GitHub Projects

2. [x] @Luke-Oldenburg is going to build a new GitHub Projects board that works with the workflows outlined in the policy
3. [ ] Update GitHub Issue templates
4. [ ] Update dev docs or CONTRIBUTION.md
5. [ ] We will train the team on the new GitHub Projects board and adopt it
6. [x] Convert existing discussions into issues and disable the discussions feature
7. [x] Go through all existing issues and tag them properly
