[feature request] change togglePermissions shortcut or allow customizing shortcuts

Ctrl+Shift+T reopens a closed tab, so it would be nice if we could change the shortcut for toggling permissions. I think the old version of NoScript had Ctrl+, which would work for me.

@mockdeep you should can set cutom shortcuts for extensions on about:addons as a temporary workaround.

unfortunately the suggested workaround does not seem to work, at least for mac

togglePermissions is noop in current version o_O No wonder it does not work...
