Add control panel to workspaces

Summary Create a control panel in the "Workspaces" page that toggles features of the site.

Problem/Current Functionality Not every chapter does recruitment the same way we do, therefore we should provide a control panel for directors to customize their experience.

Solution Create a control panel that toggles these settings:

• Enable/Disable referrals

Acceptance Criteria / User Stories

• [ ] As a director, I should be able to toggle referrals.
