Honor the time display preference of the user set in HA

Fixes issue https://github.com/hacf-fr/lovelace-meteofrance-weather-card/issues/84 by using HA time format setting set by the user if it exists. I'm not used to JS so feel free to tell me if there are changes I need to make. Tested on my setup, works as intended.

I had to re-create the issue as I do not fully understant how github PR work so this replaces https://github.com/hacf-fr/lovelace-meteofrance-weather-card/pull/122
