want Supervisor to take `HAB_AUTH_TOKEN` as an optional stored config

Any user with an update strategy and private packages will need to tell their Supervisors the value of a HAB_AUTH_TOKEN. While this can be done via an OS-level config, it would be much nicer to have the Supervisor remember the value of HAB_AUTH_TOKEN as passed in on the CLI or set as a config (possible via hab config apply).
