Add windows plans for core/ruby

This should add windows plans and tests for core/ruby25, core/ruby26, and core/ruby30.

@nrgetik Is it possible to check with the customer if they still need Ruby v2.5 and v2.6 ? It seems they both are EOL.

It may be that if 3.0 were available for Windows I could get that updated, I think 2.6 is only in use because that's what's available in chef/ruby-plus-devkit.
