[ruby] core/ruby should move to 2.6 or 2.7

Our core/ruby package is still pointed at ruby 2.5. While this version of ruby is still receiving security updates, it is rather old and not compatible with much of the Chef ecosystem. We should consider changing core/ruby to follow one of the more recent release lines.
