Adding hideFractionOnRoundValue flag to hide the trailing decimal when value is a round number

A very simple change that adds a much needed feature. Recreated PR to change head repo.

Right now, when animating from 35.27 to 35, hardcoding fraction digits to 2 displays 35.00 with the ugly trailing 0s. Set this to true hides the decimal separator and all fraction digits, using the existing visible tag, rendering only 35. Fraction digits still exist in the widget tree and will re-animate up accordingly when say animating back from 35 to 35.27.
