Release Planning Superthread

I think we need to do releases and work for four projects (this one, create, main.css and the site) I'm going to start to coordinate those releases here in this issue. I will create milestones in each project to track progress in the individual projects, but the meta-progress will be captured here.

• [x] Merge all the open Dependency PRs (Sorry! I usually do it all day Monday, but... I just turned dependabot on at work, so I've been managing that there)
• [x] Ship main.css v3.0.0
• [ ] Triage issues on create-html5-boilerplate and release 0.4.0 or 1.0.0 or whatever it ends up being
• [x] Revisit the idea of and create a template repo (I think we have all the pieces I just need to make sure it looks nice- only automated commits, etc.)
• [ ] Update the site including landing 217 and deciding on whether or not we actually use Parcel there (With an upgrade) or whatever we choose here
• [x] Archive lazyweb-requests

OMG I got laid off so I have no excuse but to finish this release in between getting assaulted by recruiters.
