Development documentation is not updated

Hi, I'd love to use Starboard in my project and I noticed that the development README.md is not updated yet.

yarn run install

did not work. But instead

yarn install 

in the root package worked.

Can I create a pull request to update the documentation about running each package?

I'm not the maintainer, but I would just go for it, and reference this issue.
