I am doing such plots in my almanach. What do you need the numbers for? Maybe an arrow overlaid over the moon could be helpful.
Libration is part of the Lunar rotation model. I think all that is required is comparing the coordinates of 0/0 on the Lunar surface to those of the Lunar center...
What was the problem around it? A missing cmake or full package for Windows?

Briefly switching on galactic coordinate display, I confirm it's wrongly displayed at +22°30' galactic latitude. Should the first object not be at galactic coordinates 38.7/-1.3?
It may be possible to first define a label position in celestial coordinates, then draw with offset that takes font size into account.
Actually I am afraid the only real solution is use of a global label engine that avoids collisions/overlaps between star and single-star constellation labels without offset. Examples can be found...
