Consider removing populate_uids

I don't believe we are aware of any other institutions with data created prior to m2, which could contain TwitterUsers without valid uids. Being that that is the case, we should eliminate populate_uids from the code base. Assigning to @dchud for comment.

Good idea; no rush to take it out, and I'd like to keep our docs-focus for m5, so I'm pulling out of m5 for now. Easy add in m6.
