reconsider handling exit signals in streams

Currently any streaming process that is killed might leave a corrupt file. Consider strategies for enhancing probability that files will be closed properly under normal exit conditions.

perhaps the management commands should make compression optional? might help slightly as the corruption is typically due to a gzip file not being properly closed off.
