make all WRLC holdings eligible for CLS

Override normal rules; any item assigned a permanent or temporary WRLC location is eligible for CLS. Some items are charged to a tray and will have status Charged which would normally make the item ineligible; some WRLC locations may indicated the item is non-circulating, which would usually make the item not eligible for CLS.

Use case no.1, bibid 2357106 has volumes showing status Available and Off-site. They should all have Request links.
