Add setuptools 'extra' to capture optional pycbc-live requirements

It would be convenient to have a setuptools extra that details the extra requirements for pycbc-live, so that users can execute

python -m pip install pycbc[live]

to get pycbc + mpi4py + ...

@titodalcanton, this is the pypi version of having a conda metapackage for pycbc-live.
