Minifollowups should not show newSNR vs time if using SG veto

pycbc_plot_trigger_timeseries needs an option to show the SG veto new SNR if that's what we're using now for single detector ranking. Without this it is confusing why apparently louder triggers are "missing" on the minifollowups pages ... The SG veto value should also be printed in pycbc_page_snglinfo so one can see what is downweighting triggers.

No, it doesn't look like it.

Or at least half of it has. pycbc_page_snglinfo now does the right thing, but not trigger_timeseries
