Uhandled exception on starup

Describe the bug When starting up, an unhandled exception is thrown, and the program crashes entirely.

To Reproduce Start add-on manager.

Additional context Add-on manger is completely nonfunctional. Upon next patch, without the ability to update arcs-dps, gw2 itself may become broken.

don't forget to attach the config file to the issue GW2 Addon Manager.exe.config.txt (Had to rename to txt to allow upload)
