Addon Manager doesn't initiate on start up after 27 June patch

Describe the bug After the 27 June patch, I ran the addon manager to update ArcDPS and now none of the addons load when GW2 starts. gw2al_log.txt

To Reproduce List steps to reproduce the bug, if possible.

Additional context It seems to be an issue with the wrapper because ArcDPS doesn't work, GW2 Clarity, GW2 Radial, select renderer, and the imgui. All of them rely on the addon wrapper to load them.

Open the addon manager and click on "Reinstall loader", then on Update.

Same issue.

If I put the ARCdps dll in the gw2 program folder it works.

If I remove that and run the "Reinstall loader" then add arc and update. Nothing.

Nothing in the addons aside for the dll for arc that the addon manager placed there. No logs or subfolders being created as I would expect from arc

Same for me updated, reinstalled still doesnt work - only info I get is arcdps service unavailable
