the manager and the game itself dont work any more after updating the manager and downloading the game

after i updated the addon manager , its successfully updated the game however , after i opened up guild wars 2 and logged in , the game didn't open at all and i tried it twice ..... when i open the manager , this error comes up.

403 is returned by the download servers because you'r trying to access it too often. Probably you uninstalled and reinstalled the addons multiple times. Wait 30 minutes and try again. That's for the error in the screenshot.

Suggestion: If an error appears when accessing the download server, just ignore it and display an error message in the field where it shows "Version X.Y.Z available".
