`pending` should work on `badargs.diagnose`

v14 was released some time ago; was a fix for this included? (I'm looking at the "ready" label!)

"ready" means it is in the waffle.io "code is ready to receive a fix for this" kanban column, and (by inspection - I'm not at a computer) there was not a fix for it.

I found some systemic implementation issues with specl 14.x during a massive clean up and refactor a couple of years ago, but have been in the rabbit hole of breaking stdlib into smaller rocks, and more recently eliminating slingshot and autotools in the rocks I maintain.

I should make fixes on a maintenance branch though really...
