Enhancement: add shortcut to open quiet outline in new panel

The current quiet outline can only appear in the sidebar and cannot be floated. I suggest adding a shortcut to open quiet outline in a new panel, so that it can be used with hover editor to display quiet outline floating.

I support this enhancement, i consider this plugin a great plugin, but i work with several windows and i would like to have the pane of quiet outliner in the other windows besides the main window.

For now, outline view is singleton, which means there can't be more than one panel in obsidian app. I'm not sure if hover editor can make it appear in several windows the same time.

Now this panel can be dragged out of main window and becomes a standalong window. It works fine with multi-windows. Dont know if this suffices your need?

For me, infortunally it doesn't resolve the issue, but if you can have this solution i will aprecciate, for now thank you a loot for your job
