scrollMax doesn't work with macOSX inertia

On osx this flag doesn't do anything, inertia continues slides to scroll down.

I would love to have only 1 section per mouse wheel interaction, I tried a lot of fixes related to mousewheel plugin but nothing seems to help.

Any ideas?
